EASI Corporate Business Plan — Historical Record
Historical public planning document
This archival brief preserves the main structure of EASI’s historical business plan without presenting old budgets, staffing assumptions, or service projections as current commitments.
Planned service model
The historical plan combined elder-specific emergency shelter with collaboration across first responders and service providers, case management, psychosocial wellness, legal advocacy, restorative justice, follow-up, and community education.
Housing and stabilization
The plan envisioned both a dedicated confidential shelter and collaboration with existing facilities. It repeatedly identified the lack of elder-appropriate emergency housing in Fresno and Madera Counties as a central service gap.
Community education
Education was treated as a core EASI function — raising awareness, correcting misinformation, helping professionals and the public recognize abuse, and connecting people to services.
Restorative component
The historical plan described restorative justice as part of EASI’s intended model alongside victim safety and advocacy, drawing inspiration from elder-abuse restorative programs in Canada.
Organizational capacity
The plan emphasized a strong board, financial controls, collaboration, evaluation, trained volunteers and staff, and phased growth. Specific staffing levels and dollar amounts in the historical plan are not current budgets and should not be relied on for present operations.
